"Retaining Autonomy with the Federal Emergency Management Agency" Final Report
As mentioned in the "All Emergencies are Not Created Equal" essay, the creation for the Department of Homeland Security illustrated the disparity for which agencies and departments possess autonomy over their functions. My recommendations included pointing to Hurricane Katrina as a focusing event to direct more autonomy towards FEMA’s mission for response for hazards derivative from natural disasters.
